Arm-based chips have increasingly made headway against Intel’s dominance in the desktop and server markets. Apple helped get the ball rolling with its Arm-based M-series of chips, delivering performance that rivals Intel’s best, while simultaneously deliver far superior battery life. The tech industry took note, with Qualcomm’s Arm-based Snapdragon chips offering similar performance.

Intel engineers say the competition with Arm-based chips caused the engineering teams to go back to the drawing board.

“We had new competition showing good performance – roughly equal to what we have – but with much lower power,” said Arik Gihon, Intel senior principal engineer of SoC Architecture.

One of the main decisions the teams had to make was choosing to design a more purpose-built chip, rather than one designed to serve a wide range of PC categories. The new chip would be designed almost exclusively for thin laptops and fanless devices, such as tablets.

“The story was efficiency,” Gihon explains, “and we literally turned over every rock.”

The company says its efforts were successful, yielding the energy-efficient Core Ultra 200V.

The result is Core Ultra 200V. It’s a processor to power AI PC laptops that draws as much as 40% less power than its predecessor, which itself was a radical re-architecture focused on efficiency. The new Core Ultra delivers several more hours of battery life — and, critically, similarly large gains in performance, graphics and AI.

Intel’s engineers focused on better utilizing the chips Efficient-cores (E-cores) versus the Performance-cores (P-cores).

“Thanks to Thread Director updates, along with enhanced power management decisions, we can monitor all of this at a milliseconds level,” said Intel Fellow Rajshree Chabukswar. “And we can change based on the type of work that we are running – do I need to burst up my frequency or do I need to be conservative? That gave us a lot of benefit.”

“When Lunar Lake runs on battery, we use Windows hetero-scheduling, which means we start from the Efficient-cores and move up,” Chabukswar added. “We have a new feature called OS containment where we try to keep the work on E-cores as much as possible.”

Heavier loads are shifted to the P-cores, which quickly shut down once the heavier workload is completed.

The end result is a chip Intel believes will allow it to compete with Arm’s performance, while at the same time maintaining the compatibility the Intel and Microsoft world is accustomed to.

“It’s one of the biggest projects we ever did in terms of architecture shift,” Gihon said. “When we look at the competition, and we look at where we are, we are pretty satisfied.”

According to Reuters, Qualcomm’s executives are looking at the possibility of acquiring the part of Intel responsible for client PC design, although they are investigating other Intel units as well. The outlet’s sources say Qualcomm has been quietly working on plans to purchase parts of Intel for months.

Intel says it has not been approached by Qualcomm, and a company spokesperson said the company is “deeply committed to our PC business.” Qualcomm declined to comment on Reuters’ story.

While it may be hard to imagine Intel selling off one of its core units, with the company’s fortunes continuing to deteriorate, the time may come when it has little choice. If that day comes, Qualcomm may be well-positioned to benefit from it.

Just over three months later, Microsoft says it is bringing the Copilot+ PC experience to AMD and Intel-based computers.

China’s threats underscore the ongoing geopolitical issues arising from countries’ efforts to isolate China. The country still represents one of the world’s biggest economies, and it produces minerals and elements the rest of the world—and especially the tech industry—rely on.

Beyond the geopolitical issues are question of whether efforts to isolate China are even working. Huawei was one of the biggest targets of US efforts, but the company has continued to manufacture advanced chips that ultimately surprised US lawmakers. Huawei has also been gaining ground in AI, a field the US has identified as one it cannot afford to fall behind China in.

China has already taken measures to retaliate against US companies, with plans to replace Intel and AMD chips in telecom equipment, much like the US and its allies did with Huawei and ZTE equipment.

Ultimately, the longer the tech and trade war continues between China and the West, the more companies will be caught in the middle and pay the price.

AheadComputing was founded by the following former Intel engineers:

  • Jonathan Pearce, “an Intel Principal Engineer, CPU Architect and a key technologist & strategist in the Advanced Architecture Development Group.”
  • Dr. Srikanth Srinivasan, “an industry expert on microprocessor architecture and microarchitecture with over 20 years of technical leadership experience in product R&D.”
  • Mark Dechene, “an Intel Principal Engineer and CPU Architect in the Advanced Architecture Development Group.”

According to the company website, the four architects have more than 80 years of experiencing designing microprocessors. The company’s focus is “designing, verifying, and licensing compelling RISC-V core IP.”

RISC-V is an open architecture that is poised to take on Arm, as well as Intel and AMD, that is increasingly gaining traction in the tech world. As a result, it’s an attractive platform to build a chip startup around.

The departures are bad news for Intel, however, as the company struggles to turn things around. The company recently announced layoffs impacting some 15,000 employees. That news comes on the heels of issues with its 13 and 14th-gen chips, issues securing foundry customers, some quarterly reports that can only be described as a bloodbath, and a continuing erosion of its leadership in the semiconductor market.

In one of Intel’s cost-saving moves, the company announced pay cuts impacting Principle Engineers and other executives in February 2023 in an effort to continue paying investors a dividend . At the time, WPN wrote this about the company’s plans:

Intel’s strategy is an incredibly dangerous one since it risks alienating the very employees and engineers the company needs to turn things around. Cutting employees’ pay, in the middle of an economic downturn no less, sends a clear message to employees that they are not as important to leadership as lining investors’ pockets.

Our money is on this decision coming back to haunt Intel, with the company likely to start losing its top talent to companies that won’t sell them out.

AWS announced Graviton4 in mid-July, saying the chip was four times faster than the first-gen version, while using 60% less energy for the same performance as similar Amazon EC2 instances. In other marketing, the company promised a 30% improvement over the previous generation Graviton3.

Phoronix has put the new chip through its paces, benchmarking it against AMD’s EPYC, Intel’s Xeon, and Ampere Altra. The results were telling, with only the AMD EPYC outperforming the Graviton4. Meanwhile, the AWS chip handily outperformed Intel’s Xeon and practically stomped on the Ampere Altra.

Phoronix’s Michael Larabel shared his thoughts:

Overall from the mix of workloads tested on the Graviton4 96-core metal instance (r8g.metal-24xl) I was rather surprised and impressed by the performance of this Armv9.0 server processor. The performance was often competitive to Intel Sierra Forest / Emerald Rapids and AMD Genoa(X) / Bergamo. Though, unfortunately, was unable to provide any remote power results for Graviton4 due to no power sensors being exposed for the r8g.metal-24xl instance when testing.

For the mix of 32 benchmarks run, the Graviton4 processor overall was the most advanced AArch64 server performance we’ve seen to date. Hopefully we’ll be getting our hands finally on AmpereOne soon for seeing how that AArch64 competition is fairing and all the more interesting due to hands on access with power monitoring with those chips set to be available in the retail channel compared to Graviton4 just running in the confines of AWS.

The results are good news for AWS, and ARM computing in general, and could spell the beginning of a major shift in the server market. ARM already has significant advantages in power consumption and heat generation over traditional x86 chips. With the performance gap closing, companies may look more seriously at ARM-based chips.

Intel’s latest CPUs have been plagued with problems, with users reporting crashes and instability. The company announced that it had found the problem, saying a faulty microcode algorithm was causing “elevated operating voltage” in the impacted processors.

Citing unnamed source, Tom’s Hardware says the damage experience by crashing CPUs is irreversible:

The bug causes irreversible degradation of the impacted processors. We’re told that the microcode patch will not repair processors already experiencing crashes, but it is expected to prevent issues on processors that aren’t currently impacted by the issue. For now, it is unclear if CPUs exposed to excessive voltage have suffered from invisible degradation or damage that hasn’t resulted in crashes yet but could lead to errors or crashes in the future.

Interestingly, Intel’s official response does nothing to refute Tom’s claims, only saying the number of impacted processors is limited:

Short answer: We can confirm there was a via Oxidation manufacturing issue (addressed back in 2023) but it is not related to the instability issue.

Long answer: We can confirm that the via Oxidation manufacturing issue affected some early Intel Core 13th Gen desktop processors. However, the issue was root caused and addressed with manufacturing improvements and screens in 2023. We have also looked at it from the instability reports on Intel Core 13th Gen desktop processors and the analysis to-date has determined that only a small number of instability reports can be connected to the manufacturing issue.

For the Instability issue, we are delivering a microcode patch which addresses exposure to elevated voltages which is a key element of the Instability issue. We are currently validating the microcode patch to ensure the instability issues for 13th/14th Gen are addressed.

Tom’s says Intel has not issued a recall, and evidently doesn’t plan to. There is some hope, based on the company’s initial revelation about the microcode discovery that Intel may address things on a case-by-case basis.

“In an industry facing increasing tight supply, TSMC’s value has to appreciate further in 2025 as customers bid to get sufficient capacity allocation.”

According to benchmarks posted to Geekbench, the Ryzen 9 9900X scored 3,401 in single-core performance, a substantial improvement over its predecessor, the Ryzen 9 7900X. Even more impressive, the chip’s performance also beats Intel’s top chip, the Core i9-14900KS, which came in at 3,189.

As Digital Trends points out, the Ryzen’s performance is even more impressive when taking into account that it’s AMD’s second-best chip and only sports 12 cores. In contrast, the upcoming Zen 5 will have 16 cores and should easily best the Ryzen 9 9900X’s performance.

The fact that AMD can beat Intel’s best chip with its second-best is not a good look for Intel. The company has been working to turn around its fortunes, with CEO Pat Gelsinger infamously saying that AMD was “in the rearview mirror in clients, and never again will they be in the windshield,” when it comes to performance.

As the Ryzen 9 9900X benchmarks demonstrate, Gelsinger’s prediction is more wishful thinking than reality.

One piece of the explanation is the diversity of products that are now available. In the first generation of laptops, there were only a couple of models available, and they were very similar in terms of capabilities and performance.

Today, there are literally unlimited possibilities, since you can customize your laptop with any components currently offered by manufacturers as well as any older components you can find online. That’s not to say that cheap laptops aren’t good. On the contrary, the cheapest laptops available today are leagues better than anything that was available a decade ago.

Accumulating Inventory

The laptop industry depends on people periodically upgrading their devices to get access to newer, better technologies. People get rid of their old laptops and buy new ones quite regularly, sometimes as often as annually. This results in excess inventory in multiple categories; manufacturers and retailers are left with older models that don’t sell as easily as newer ones, and consumers are stuck with old laptops that they want to get rid of.

As a result, customers have lots of options. Supply is very high, putting downward pressure on prices and giving consumers plenty of options to choose from. Even if you have a very strict budget, you can probably find a laptop that fits it.

There are dozens of major manufacturers of laptops, as well as hundreds, if not thousands of retail outlets selling them. As part of Google’s commitment to reach net-zero emissions by 2030, throughout its operations and value chain, the company is investing in BlackRock’s New Green Power (NGP) to help it build out a large-scale solar pipeline.

Our investment in NGP, subject to regulatory approval, will serve as development capital toward its 1 GW pipeline of new solar projects, catalyzing critical equity and debt financing for those projects. We expect to procure up to 300 MW of solar energy from this pipeline through power purchase agreements (PPAs) and the associated energy attribute certificates (Taiwan Renewable Energy Certificates or T-RECs) to help meet electricity demand from our data center campus, cloud region and office operations in Taiwan.

Google says it may offer a portion of the clean energy produced to its suppliers and manufacturers.

Taking it a step further, we may offer a portion of this clean energy capacity to our semiconductor suppliers and manufacturers in the region so they can advance their own sustainability goals while helping us reduce our Scope 3 emissions (the indirect emissions from our value chain). A significant share of our Scope 3 footprint can be traced back to the electricity grids that power our suppliers and users, which is why broad decarbonization — and partnerships like this — continue to be core to our net-zero goal.

Google touted its efforts to accelerate the clean energy adoption in the Asia Pacific region, saying it was the first coporate buyer to sign a PPA in that market.

“As we witness growth in demand for digital services, powered by AI and data-centric technologies, it becomes imperative to invest in clean energy,” said BlackRock’s Global Head of Climate Infrastructure David Giordano. “The partnership is a testament to the shared commitment between Google and BlackRock to driving the transition to a low-carbon economy.”

Energy demands are a growing concern for the tech industry, especially with the rise of AI and the drastic increase in energy consumption that comes along with it. Given Google’s position in the tech industry, and one of the leading AI companies, it’s no surprise the company is looking to increase its investment in green energy.
